Are blueprint rewards supposed to be random or not? Has there ever been an answer or an article from Wargaming?

From what I can remember, when blueprints were first introduced as a reward for daily missions, they were completely random. You could get a blueprint for an unresearched T4 or a T10 if you were lucky.

I think around a year ago, I noticed getting blueprints for the lower tier tanks almost exclusively. I can't remember the last time I got a T10 blueprint while having the lower tiers still unresearched.

Searching around this subreddit, there were some posts saying that you would now only get a blueprint for the lowest unresearched vehicle of any particular line. So if you were at T5 of any line for example, your blueprints would go towards the T6 vehicle of that line and not higher. In this example, the FV, ISU and 416 are my lowest unresearched vehicles of their lines, so I thought the system is working how the other reddit posts said.

Today however I had a mission reward where I got a blueprint for the T9 tank of a line where I dont have the T8 fully researched yet: https://imgur.com/tZ5YKG0

My question is, are blueprints still completely random while having a tendency to drop for the lowest tier tank of any particular line? Or was I just unlucky with my blueprint drops only going towards the lower tiers?
