Does designated target and the improved radio equipment increase the duration the target is visible to the whole team?
The language of radio equipment says “visible to you.” And when I’ve read posts, some imply the designated target perk makes them visible to you for a longer period.
If it is for the team, it seems like it would be useful for scouts and for some TDs like the Stv which are hiding and can pick up some free spotting damage.
Otherwise it is a waste of 600k and a perk.

ANSWER: The vehicles you spot are seen by the rest of the team per the wiki:
"However, any allied vehicle will benefit from a team mate's use of this Perk, including SPGs using strategic view."
As to whether or not it is worth it for spotting damage, who knows….
