Posted a few days ago as I noticed that despite having an Elite ranking (Trading), the was not being applied to an Imperial Cutter purchase. It was not being applied to any ship or module purchases either on checking.
After going through it I made a ticket and got a quick response today confirming that that it is bugged.
The Elite rank 2.5% discount currently only applies if your CMDR has at least one Elite type at Rank 1 (original Elite rank). If, like me you have Elite rank 2-5 only then it is not being applied. If you have multiple Elite ranks including higher ranks but at least one is still Rank 1 then it should also work (thanks u/forbiddenlake ). This is in Odyssey and Horizons (PC).
They have passed on the details to QA for fixing;

Thank you for getting in touch and I'm sorry you've encountered this problem.
Upon investigation we've found that the 2.5% elite discount is applied to CMDRs who are Elite Rank 1, but it's not applying to those on Elite Rank 2 through 5.
We've passed this information on to the QA team who will investigate what's gone wrong.
They were quick to respond and acknowledge the issue, plus they refunded the missing discount for the purchase. It's not a big issue but is one of the few benefits of reaching Elite rank so hopefully it gets fixed soon.
