Do some people just not care about their scav karma? Or do they actually just not know it even exists?

I just had a Scav raid on Factory and I was walking around and saw a pile of dead (scav) bodies around Blue Dumpster. I take a peak like anyone would, and suddenly some player scav peaks his rat-ass around the corner of Blue Dumpster and domes me with his shotgun… I wasnt even looking at him, I only saw him a second before my death. I highly doubt it was "just an accident" as Im pretty sure he's responsible for the giant scav body pile in the first place.

Genuine question, are there people who actually just, don't care about scav karma? People who still just go around blasting whatever they see, no hesitation? Or are there people who genuinely don't know that the karma exists and it's more or less not a good thing to be blasting scavs, as scavs. I know BSG doesn't do the best with explaining anything about the game to a new player, but it makes me curious if this was just some guy who didnt know, or just doesnt care. And how frequent that can be to run across?
