How do you get Financial Projections?

So I've been trying to get Financial Projections while also gathering Opinion Polls at Tourism Settlements in Anarchy. Each reload is 6 Data Ports to check. I've been at this for 3 hours and in that time I've received 3 Opinion Polls and no Financial Projections, is this a normal amount of time for this? Is there a better way that my googling is failing to turn up?

Edit: So I figured I'd write this up in case anyone else stumbles on this post. When I was originally looting I was in a High Threat settlement and I went 4 hours with no Finacial Projections and 4 Opinion Polls. Eventually I decided to switch to a Low Threat settlement on the same planet and I was able to get all 15 Financial Projections and the remaining Opinion Polls I needed in about 1.5 hours.

I'm not sure if that is just pure RNG or it really is tied to threat level in some way but I figured I'd make note.
