How to meet a contact?

I got a message saying there was a "Steve Francis" contact in Chaac, but it didn't tell me exactly where to go. Now I'm in Chaac and I have no idea what to do. System Map doesn't tell me where my contact is. No one has contacted me since I've arrived. I'm clueless, and the contract expires in 2 hours.

There is no Steve Francis. THere is no Ursa Illuminat Star, no Kroehl Plant. There is an Administrator Carlson at the station, but he won't interact with me at all. I've flown around the system to planets, Unidentified Signals, even a Nav Beacon. Nothing happens no matter where I go or what I do. No one contacts me. No one sends me a mail or a message. There is no entry in any of my Navigation list that matches anything in the mail.

I swear I have never played a game that asked you to solve a calculus problem using only 3rd grade arithmetic and without telling you where to start or how to connect any of the dots. I don't know how anyone ever figured any of this stuff out at all.
