I believe we should change our voting philosophy for Battle Council.

As the title says. I believe what we're going for right now (that being focusing on cards that will become playable/strongly impacted with a single buff), is ineffective in the long run and at the very best, inefficient in the short term.

I believe we should focus on buffing cards that will need multiple buffs to become playable, while nerfing the strongest decks and cards (obviously).

The reason for that is, the cards that need the most help are the most easily identifiable, giving us a common goal to work towards. It also would prevent the back and forth changes we're consistently seeing. How so?

Well. First of all, there will be no such thing as overbuffing. The cards need at least several buffs in order to see play, so no need to revert the change next season.
Overnerfing isn't an issue as well. If something happens to be overnerfed, that's fine. It can stay there, once the other meta cards have been nerfed as well, the card will be playable again.

Well, how far should we go? I hear you asking. Well, some people have already spotted the answer. We already have a baseline for the power curve we're looking for drawn out for us. The weakest 4 provision special cards. Why? They can't be buffed in any way. Meaning we need to bring the power level of all cards down to where they become playable.

Dejv, this seems rather inefficient. What about shaking up the meta? While not being able to shake up the meta as violently, if the strongest decks will be targeted with the nerfs, a new meta will emerge anyway. The next strongest cards in the line will take their place. So I wouldn't worry too much about that. On top of this, by nature of this system, some other changes will make it into the brackets, as not everyone will cooperate. So there's your buffing variety I suppose.

But, won't this take a long time? The weakest 4p specials are about 6 points with an easy condition to fulfill. It might take a while. There's plenty of cards that need proper support, and even more nerfs to be done if the 6 for 4 is what we strive for. But you know what takes longer than a long time? Infinity. Which is for how long you can keep reverting the changes made last season, back and forth (until the game dies because of it ofc).

I know this isn't perfect, but it's probably the best option we have (at least that I can think of). I'll be thrilled to hear your thoughts and (constructive) critiques!
