Because it is BORING
Playing against the same faction multiple times non-stop is not "fun"
I do not care if I lose or win more. Obviously I win more. But it is BORING, that is the real problem. I do not want to play against the same thing multiple times. It makes me want to quit the game.
And this is not just me, just look at this thing
2 factions taking over 50% of the whole game. How do you allow this.
