Re potential violation of sanctions: It applies to adult children too

Kyle didn't go into this (perhaps because he wasn't aware), but the sanction against Mrs. Nesterenko also applies to her adult children.

According to the State Dept. Notice sanctioning Mrs. Nesterenko, she was sanctioned "pursuant to Section 1(a)(iii)(C) of E.O. 14024."

EO 14024 specifically says that under Section 1(a)(v), sanctions also apply to:

a spouse or adult child of any person whose property and interests in property are blocked pursuant to subsection (a)(ii) or (iii) of this section;

Since Mrs. Nesterenko was "blocked pursuant to subsection (a)(ii) or (iii)," her adult children are also sanctioned.
