The Crime and Punishment needs a rework, but a simple fix can massively improve the ganking problem.

Make system security matter. Like High Security, you cannot interdict a player in Supercruise and have a serious and quick response time everywhere else. Medium Security is you can do active PvP in Nav beacons and hazardous resource but cannot interdict players. Low security you cannot interdict players within a certain range of a station and have slow response times everywhere else ( like it has) and in Anarchy systems should have full PvP enabled, regardless of where your ship is at, even within a station no fire zone. In the zone the stations won’t fire at the ganker unless they shoot the station. Gives the whole dangerous aspect of the game something to have meaning too. Like out in the black is pure anarchy, while the more civilized areas are safe havens. I know that that PvP is part of the game, but people ganking are hurting the game itself. There’s really no way to fix it without ticking people off, but this is what it boils down to until they fully implement a proper CnP system.
