The dilemma of buffing devotion decks.

I see all kinds of "buff devotion" talks all the time around here, while I find the whole concept incredibly problematic. Yes, overperforming neutrals are a problem which needs to be solved, but limiting every deck to faction cards kills the point of having neutrals to entirely. It's the other end of the spectrum, where everybody would play the exact same thing, minus the wiggle room for tech cards.

I feel like the whole concept of devotion should be reworked. Perhaps having an "x" ammount of faction cards in a deck could increase the powerlevel of certain cards? That way we still encourage synergies while preserving the freedom of deck building a little more. I feel like it's an elegant solution, since it adds another way to further balance cards, rather than simply changing their provision costs and base power of units.
