What is the current worst Leader ability in the game?

With Onslaught and Blood Scent recently made usable (woohoo!), I'm curious which abilities everyone thinks should possibly be buffed/reworked next.

My top 3 picks are:

Royal Inspiration: basically old onslaught but I would argue boosting is possibly even worse than damaging. Almost never seen this one played, I think it really needs an additional passive or complete rework.

Blood Money: I don't think I've literally ever seen this ability played, and probably for good reason. It seems to be simply less points value than other one-off Order abilities, and is not helped by the fact that there are other particularly strong options in Syndicate (Jackpot moment).

Lockdown: no one wants old lockdown back, but at some point we have to admit the current one is completely non-usable. Both terrible provisions coupled with being extremely easy to play around make this ability a very very rare sight in Ranked.
