What’s the difference between “mobile sniper” tanks and “camping sniper” tanks? How do their playstyles differ?

I almost exclusively play brawlers so I don't quite understand. I often see both types near the red line TD bushes sniping. However mobile snipers seem to be less effective at pure redline camping than camping snipers. Sometimes the mobile sniper type often goes to the front but redline campers almost always stay at the back, near the red line.

Examples:

Mobile snipers: Leopard 1, 121B, Obj. 140, Bourrasque, Skoda T50

Camping snipers: Conway, Charloteer, SU-130PM, Skorpion, Strv line all TDs, Grille 15

Question:

(1) Can I occasionally brawl with mobile snipers especially Obj. 140 and 121B (armored) types? Am I always supposed to be not brawling and losing HP?

(2) Do I play "camping snipers" as real redline campers, as are 90% of the players? They simply drive into a bush, park, and not move for most of the battle. How do I perform better than them redline campers? Do I just exclusively defend and not attack in any condition like they do? They just camp the standard, well-known TD positions and shoots ar whatever shows up (they rarely show up more than once in a century unless it's a lost game). If so, what to do in winning games where they don't come near base at all? Follow teammates and farm some damage? Then how do I contributemeaningfully to the team instead of farming garbage damage?
