Are materials always needed for engineering?

I'm just looking to confirm how I *think* things work, so I'm prepared when I get back to the bubble with all my exploration cash from a Bubble->Colonia->Sag A->Black in Green->Bubble run.

I fully unlocked Felicity Farseer, and unlocked another engineer to grade 3 like 2 years ago, upgraded my Krait Phantom, and took off into the black. Then I put down the controller and didn't play again until a month ago. By the time I remembered what I was doing, I was committed to this run already.

When I get home, I want to buy a couple of ships, and upgrade them and the DBX I have lying around with the upgrades I've already unlocked before grinding more engineers. Am I correct in thinking I need to have enough materials to get the grade 3 and grade 5 upgrades I've already unlocked? Like, obviously I don't need to unlock the lower grades again, but I can't just roll in with cash, right?

Also, I assume I need to go there with the modules already installed, right? I buy upgrades from them, not the modules themselves? I can't remember how it works, and despite tutorials for how to unlock the engineers being easily searchable, I can't seem to find the basics.
