How did Fove go through play testing?

Skellige once again received a piece of utterly overpowered support and I'm still wondering how those things go through play test (if there is even a play test to begin with).

An immune 11 power unit that can turn into an immune 40 power unit without counterplay is just absurd.

The immune 11 power unit for free was already strong enough but they had to give it the ability to grow exponentially.
I'm currently sitting at Rank 1, and all I'm facing is Sove decks, I can expect as much from 0 as well.
Sove decks have little to no counterplay, unless of course you are playing a unitless control deck yourself, but for the rest of the decks winning against Sove could be close to impossible.

We already have a Tir Na Lía Hotfix incoming, I expect the same treatment for Sove, because is arguably even worst.

I don't understand how anyone in CDPR balancing team look at that and think that such a card on was ok, or that Skellige needed something like that to begin with, as if Skellige needed anymore broken cards.
Arguably the most broken faction, always present on the meta.
