Should bosses really have increased health pools?

As hard as I try, I think this conversation will always drift back to the whole 'realism' aspect of EFT. It's aim is a military style combat simulator, simulate real weapons, mods, etc, hardcore, the whole 9 yards. We know there are some quirky things like putting vaseline on to magically heal pain etc, but the actual firefight mechanics are some of the best out there. Does it make sense then that other 'human' characters in the game have this ability to tank more bullets than others? It feels inconsistent. I think the idea of bosses having hella modded weapons and armour is right on, but I just emptied 27 rounds of Igolnik into Tagilla and he kept running away, then I got wallbanged by a raider head, ears. The ability of some characters to have extra 'health' is such a buzz kill when you're in the middle of what is some of the best gameplay firefight mechanics out there right now. I know that principle is as old as time with all games that there's always a 'boss' and he's always hard to defeat etc, but Tarkov seems one step past traditional FPS games, or games in general, in that it's taken FPS to another level of feeling like you're in the fight. I donno, I think I'm just salty about the whole Tagilla thing tbh.
